NICAA is able to provide scholarship assistance for individuals to attend college classes which lead to a job certification. These funds are provided by the State of Illinois, Department of Commerce and Economic Opportunity. For more information, click on the link on this page.

The Community Services Block Grant (CSBG) does not provide direct grants to individuals; CSBG does not charge a fee for receiving a grant. Northwestern Illinois Community Action Agency has funding through DCEO CSBG Program and DHS Homeless Prevention Program to assist families in Stephenson and Jo Daviess Counties who are past due on their rent or mortgage payments and are at risk of becoming homeless or are homeless due to a recent financial crisis affecting their ability to pay housing costs including Covid-19 related conditions.
