Housing Assistance

The Northwestern Illinois Community Action Agency (NICAA) provides housing stability support for residents of Stephenson and Jo Daviess Counties who are at risk of eviction or losing essential services.
Through federal and state funding, we help local households with rent, mortgage, or utility payments to prevent homelessness.

Who Qualifies
To qualify for housing assistance, applicants must:
- Live in Stephenson or Jo Daviess County
- Be behind on rent, mortgage, or utility bills
- Face a risk of eviction, foreclosure, or loss of essential utilities due to financial hardship
- Meet income eligibility guidelines for the specific program
Assistance is not guaranteed and is based on available funding.
Priority may be given to households with children, seniors, or individuals with disabilities.

Be prepared to provide documentation such as proof of income, identification, lease or mortgage statements, and current utility bills.
