Home Repair and Accessibility Program (HRAP)

Helping Homeowners Stay Safe, Secure, and Independent

NICAA is proud to offer the Home Repair and Accessibility Program (HRAP) in partnership with the Illinois Housing Development Authority (IHDA).

This program is designed to support single-family, owner-occupied households by providing financial assistance for essential home repairs and accessibility improvements.

What is HRAP?

HRAP is a state-funded initiative aimed at assisting low- and very low-income homeowners with critical repairs that address:

  • Health and safety hazards
  • Code violations
  • Structural and system failures
  • Lead-based paint issues
  • Accessibility modifications for individuals with disabilities or mobility impairments

By addressing these issues, HRAP works to preserve affordable housing, invest in underserved communities, and help residents remain safely in their homes.

Types of Assistance Available

Eligible homeowners may qualify for one of the following options:

  • Full Home Rehabilitation
    Comprehensive repairs to address multiple health, safety, and structural concerns.
  • Accessibility Modifications
    Improvements such as ramps, grab bars, accessible bathrooms, and more to support mobility and independence.
  • Roof-Only Replacement
    Repairs or replacement of deteriorated roofing to eliminate water infiltration and structural damage.
How it Works

All projects are evaluated on a case-by-case basis, with work prioritized according to the findings of a professional home inspection/assessment.

Priority is given to issues related to code compliance, health, safety, and lead paint hazards.

HRAP is a grant-based program with a two-year term.

Getting Started

To begin the process, all applicants must complete a pre-application to be placed on the waiting list.
